The short answer
Arrange a qualifying permit through an authorised US issuer, check the booklet and pack the original licence and passport. Check the car class and dates for the whole rental.
Driving in Japan as an American starts with the licence you hold, not your passport. Start with your valid US driving licence. Check the recognised 1949 Geneva international driving permit route before booking a car. An American passport separately does not show the right to drive.
Read the international driving permit guide first if your licence was issued outside the US. This page concerns US licence holders visiting Japan. This checklist does not cover resident conversion or military driving.
Before applying, check the name, expiry and car class on your US licence. Then check the dates on which you want to drive. A licence that expires during the trip needs attention before you make a booking. Repeat the check for each extra driver.
AAA publishes branch, mail and online application options. Its current online route results in a physical permit sent by mail, not a digital driving document. Follow the application link from AAA itself. Do not buy from a website merely because its name includes “international licence”.
At a branch, AAA asks for a completed form. Bring passport photos and a valid US licence. Check that the exact branch provides the service before going. For mail or online applications, read the current photo, licence-copy and delivery directions. Leave room for delivery and correction of any error.
AAA states that its permits are issued for valid US licences. If your licence comes from another country, start with that country's authorised route. Being a US citizen does not turn a foreign licence into a US one for this purpose.
The Japanese police recognise the qualifying 1949 Geneva Convention permit. Check that convention in the exact booklet. Check the allowed car class too. A van with more seats can raise another licence question from a compact car.
Toyota publishes distinct checks for large passenger vehicles. If you want a car described as a ten-seater, read the large vehicle guide and ask the supplier about the exact class. Do not assume a normal car permit covers any passenger car offered on a booking site.
The permit's validity and the allowed time after entry both matter. Long stays and repeated entries need a closer reading of the police rule. A short trip abroad does not always reset a resident's right to drive. Ask the right Japanese licence office if your entry history is unusual.
Keep the licence, booklet and passport in your hand luggage. Copies can help with loss reporting. But it should not form your pickup plan. Toyota's rules ask for entry-date evidence and describe how travellers using automated gates should handle it. Read your own supplier's directions before arrival.
Match the booking name to the documents and record each driver on the rental contract. Ask about licence renewal or a name difference before payment. At handoff, staff check exact documents. A paid booking record does not guarantee that a car will be released if those documents fail the check.
Japan drives on the left. Set up the mirrors and route before leaving the parking space. Give yourself a quiet first driving leg after a long flight. If you feel too tired to concentrate, collect later or travel by rail that day.
Toyota's driving rules explain stop signs, red lights and pedestrian priority. Do not carry over a US right-turn-on-red habit. Follow posted limits and avoid using a phone while driving. Read the road rules guide before pickup.
Contact the issuer about an incorrect permit. Contact the Japanese police licence office about right to drive and the supplier about pickup terms. Keep those questions distinct. An insurance upgrade does not repair the wrong licence or permit.
For a workable booking sequence, use renting a car in Japan. Choose the pickup point only after the documents fit the trip. That leaves you free to compare regional driving with a rail-led plan.
For this visitor route, check both sets of rules. The international permit and US licence must qualify. Your passport or citizenship is not a substitute. Use the Japanese police rule and your supplier's pickup list before payment, rather than relying on another traveller's counter experience.
AAA currently publishes an online application route on its official page. Read the current directions and follow its own link. The permit is physically printed and mailed. So allow time for it to arrive. An online application does not mean a digital-only permit can be used at pickup.
Read the authorised issuer's current overseas directions and ask about delivery. Do not assume a local commercial seller can issue a valid permit for a US licence. Check that you hold the right documents and that they meet Japan's rules. Until then, use a plan that does not need you to drive.
Experience and legal car class are distinct checks. Read the permit's stamped classes and ask the supplier about the exact car class. Capacity labels on booking sites are not licence advice. Choose a smaller car or another transport plan if your documents do not clearly cover the requested passenger car.
Driving in Japan as an American is easiest to plan when the permit is already in hand. Inspect it, carry the originals and learn the local road rules. Then choose the rental configuration that suits the journey.
