Driving Age in Japan: Legal and Rental Conditions

The short answer

Keep three questions distinct: are you old enough for the driving task, do your documents allow it in Japan, and will the supplier accept you for this rental? A younger driver who meets the law can still face offer-exact limits.

Choose where your driving starts

What's covered8

The ordinary-car driving age in Japan is 18. Age alone does not settle rental eligibility. A visitor also needs an agreed licence route and must meet the supplier's terms. Check each driver against the car class and booking before paying.

For an ordinary-car visitor rental, do not treat being 18 as the whole answer. The driver needs lawful documents and consent to drive the supplied car. The supplier then applies the conditions of the rental contract.

An online form can accept a birth date without granting pickup approval. Read the terms for the country and car class you will use. Ask the supplier if those terms leave the age question open. Do that before booking a rate with a cancellation cost.

Learner eligibility is a different rule

Japan's changes from April 2026 allow some learner and examination steps at 17 years and six months. They do not turn that learner threshold into the full ordinary-car driving age. The NPA sources linked above distinguish the two.

This page concerns visitors who already hold the documents needed to drive in Japan. It is not a guide to obtaining a Japanese learner licence. A foreign learner permit should not be assumed to satisfy a rental office's visitor-document check.

Licence class and issuing-country checks

Start with the country or region that issued the licence, not the driver's passport nationality. The agreed visitor-document route depends on the licence. The international driving permit guide explains the Geneva Convention permit route and the distinct translation route for the specified countries and regions.

Check the dates and car class too. A permit in the right format must still cover the supplied car. It must be valid and within Japan's allowed driving period. Carry the originals for the route you use.

Use the NPA's current foreign-licence guidance for the legal route, then ask the provider what it needs at the desk. If an online seller offers a card or phone-only “international licence,” do not mistake the product name for lawful driving authority.

Check age and licence class together. A young driver may hold a valid home licence. The documents and car class must still meet Japan's rules for this trip. A booking made by an older travelling companion does not remove that check for the person who will drive.

Supplier minimum age and young-driver terms

Read the age rule at the level of your offer. A supplier's worldwide page may describe another country. A broker's search result may add conditions that need to be read with the local provider's agreement.

Budget Japan's current English statement supplies one useful example: it says it does not apply an age restriction. That does not waive the valid-licence rule, show each car class or settle the rules of a distinct broker offer. Retain the terms of the booking you actually select.

Question Evidence to obtain
Is this driver's age agreed? Japan-exact supplier and selected-offer terms
Is there a licence-holding rule? A stated rule for the exact class and booking
Is any age-related charge due? Itemised quote and payment terms, if applicable
Can this driver use the supplied class? Valid licence class and supplier acceptance
Can another person also drive? Named-driver approval and needed documents
Does the cover exclude a driver or event? Policy wording and the rental contract

No single young-driver surcharge or universal upper age is stated here. Those are booking terms to verify, not figures that can be copied from another market. If a rule is missing, ask rather than interpreting the absence as consent.

Large cars and licence limitations

Do not choose a large passenger vehicle from its seat picture alone. The licence class matters. Toyota's driver-document guidance clearly directs customers hiring its large passenger classes to check the right permit class.

The ten-seat rental guide explains why a normal-car guess can fail. First show who can legally drive the selected class, then ask whether the provider accepts that driver and can supply the requested car.

The group size does not change the driver's authority. If no one is eligible for the large vehicle, compare smaller cars with eligible drivers or another transport plan. Do not split the licence check from the practical plan for bags, children and each passenger.

What to check before reserving

Send a clear request if the conditions need clarification. Give the driver's age, licence-issuing country or region, licence class and intended rental class. Name the Japan branch and travel dates so the answer applies to your booking.

Keep passport and full licence images out of public inquiries. Use only the provider's secure process, once it explains what it needs. A general question about age can usually begin with the right facts rather than the complete document numbers.

Keep the supplier's reply with the booking. But resolve any conflict with the written terms before payment. A broad customer-service response may not cover another broker product, car class or changed travel date.

Check these items as one sequence:

  1. Establish the lawful licence route for Japan.
  2. Check the class covers the selected car.
  3. Read the provider's Japan age and licence-holding rules.
  4. Check extra-driver approval and any stated charges.
  5. Read cover limits that affect the named drivers.
  6. Carry the originals needed for handoff.

The rental-rules checklist combines these with payment and pickup checks. Settling them early is more useful than discovering an unresolved age question after arriving at the desk.

If the conditions do not fit

Choose another allowed plan. An eligible companion may drive if named and agreed under the rental. But that person must actually perform the driving task. The booking name alone cannot authorise an ineligible traveller to drive later.

If no suitable driver is offered, compare public transport or a service with a driver. Keep those other options outside the self-drive booking rather than assuming a rental office will solve the problem at pickup.

Review the cancellation terms before changing an existing booking. Contact the supplier or booking provider through its recorded process and retain the response. Do not alter a date of birth to make an online form accept a request.

FAQ: Age questions

Can an 18-year-old rent a car in Japan?

The ordinary-car age threshold is 18. But the visitor's documents and exact supplier terms must also fit. Check the selected Japan offer rather than relying on a universal yes.

Is 21 the minimum everywhere?

No universal 21 rule is shown for Japan by the sources on this page. A provider can set conditions for its own offer. So use those terms.

Does age approval apply to each extra driver?

Each person who will drive needs the needed documents and supplier approval. One agreed lead driver does not automatically approve the rest of the group.

Does an ordinary licence cover a ten-seat car?

Do not assume it does. Establish the class for that car and the provider's acceptance before booking it.

Verdict: Check age, documents and supplier acceptance

Start with the ordinary-car age rule, then the exact licence and car class. Read the supplier terms for each driver. A booking form or an eligible companion does not approve someone else to drive. Settle all three checks before payment, or choose a travel plan with a suitable driver or public transport.
